Kivas Tully was an architect, civil engineer, and politician. He was born in Ireland but immigrated to Canada in 1844. In 1868, Tully was appointed the architect and engineer for the Dept of Public Works of Ontario. He was the head architect for various public buildings in Toronto and Ontario. He also designed the asylums in London, Hamilton, Brockville, and the Lakeshore Psychiatric Hospital.
